Online Counseling of U.G. (M.B.B.S/B.D.S.)- P.G. (M.D./M.S/M.D.S/Post Graduate Diploma Courses

On line counseling- Government of Uttar Pradesh is giving admission in all P.G. seats (M.D./M.S./M.D.S/Diploma) of government/private university/institution and state quota of central university through online registration/counseling. This process was started on 28/03/2017 for the first time in the state. This process has made the admission in P.G. seats of medical college very easy and transparent.

Supply system of Liquid Medical Oxygen

For the first time in the state e-tender has been invented based on modern tender document for supply of liquid medical oxygen to five old medical college in two issues in which direct supply from the manufacturer has been proposed. In addition to reached, e-tender has been invented for the supply of oxygen gas in cylinder to 8 college / institute.

E-Hospital Management System

Ministry of Health and Family Welfare, Government of India has started different initiative for improvement in efficiency and effectiveness of public health care system by use of information and computer technology under which now in the state, medical educational department is going to start e-hospital management system in 6 state medical colleges and 2 Institutes in which implementation of hospital management system (Web based portal) is proposed for operation of hospital activities.

E-hospital is patient’s centric hospital management system general use software in which Dr. A.P.J Abdul Kalam technical university and national informatics center are technical and software partners. This includes more than 20 modules in which mainly O.P.D. patient registration, I.P.D patient registration, Ward I.C.U. and Cabin management, O.T record, Student management system, Pay roll and Personal Information system, administrative modules are proposed.

E-hospital will proved very useful for student, doctors and administrative officers.

Policy formulation for Annual Maintenance and standardization of bid document /agreement letter/ technical specifications for equipment

A.M.C/C.M.C audit watch carried out for the first time in state medical colleges and order were issued for the purchase of new equipment with five years guaranty and five years C.M.C. Government has issued order to all units for procurement of material through e-procurement government e-market. For the first time tender documents and agreement letter has been standardized and specification of 456 equipments has been standardized. This will made the purchase procedure simple and transparent.

Strengthening of Department at Apex Level

Government has constituted strategy cell for implementation of recommendation received in inspection report for improvement in fundamental and medical arrangements.
For strengthening of directorate, I.I.M Lucknow has proposed re-engineering.

Electrical Safety and Fire Fighting

For the first time of in the state, Director, Electrical Safety and Director General Fire Services, Uttar Pradesh has conducted audit of electrical establishment and equipments installed in all state medical college/ institutes. On the basis of gap analysis, arrangement of adequate fund has been proposed in the budget of financial year 2018-19 for electrical establishment and equipments.

Service Bond from students of UG,PG at the time of admission and creation of administrative cadre for super specialty hospital

To overcome the deficiency of doctors / specialist in state medical college and provide medical services to rural areas, necessary action is proposed to be taken for the a definite on the basis of recommendation of the community from the students taking admission in UG and PG courses.

Creation of Hospital administration cadre

In all medical colleges and institutes, creation of the administrative cadre for the hospital management has been proposed to organize human resources, in general administration, legal finance and procurement unit. In first phase, department of medical administration is proposed to be created in Dr. R.M.L Institute of Medical Sciences, Lucknow and 3 State Medical Colleges namely Kanpur, Gorakhpur and Meerut.

Implementation of Standard Operating Procedure, Protocol and check list for NICU and PICU, Protocol for regular prevention of Infection and Death Audit Protocol

For the first time in the state, standard operation protocol and arrangement of checklist has been implemented in Sink New Born Care Units (SNICU), New Born Intensive Care Units (NICCU) and Pediatric Intensive Care Unit (PICU) and to ensure it, the committee constituted by state government conducted gap analysis. On the basis of this report adequate budget provision has been made in the next financial years 2018-19.

The committee constituted for the purpose ensured the implementation of infection prevention protocol by regular monitoring in all state medical colleges / institutes and to ensure it, Superintendent had been given this responsibility. The committee also ensured death audit protocol by the regular follow up in department and hospital level.

NABH Accreditation

For the first time in the state, action has been taken for taking accreditation level 1/2 from National Accreditation Board for Hospital and Health Care Providers in all state Medical Colleges and Institutes.

Medical Education Promotion Allowances for Faculties of New Medical Colleges in difficult Circumstances

To overcome the deficiency of medical teachers/ specialist doctors in newly established state medical colleges, Difficult Circumstances Medical Teaching Promotion Allowances has been proposed.

Establishment of Amrit Pharmacy in Medical College

In all state medical colleges and institutes, establishment of Amrit Pharmacy is proposed in the interest of patient for which site has been selected.

Outsourcing of critical activities in Medical College-Laundry, Cleanliness, CSSD, Waste Management of Bio Medical Waste

Quality controlled of India has been requested to make available Laundry, Sanitation, CSSD, Disposal of Bio Medical Waste on outsource basis so that this services can be made available to all Uniformly.
